Purpose
To advise you that from 1 March 2024, all warrant of fitness or certificate of fitness inspections – except for forklifts, tractors and unclassified vehicles – will include checking registration plates.
Background
The Land Transport Motor Vehicle Registration and Licensing Regulations 2011, and particularly Section 39 regarding registration plates haven’t changed. This change is Waka Kotahi aligning the safety and compliance inspection process to support those regulations.
Recommendation to operators
We recommend you share with your fleet managers and service providers the following list provided by Waka Kotahi of the reasons for rejecting a CoF in this regard:
- A registration plate that is required to be attached on the front and/or rear of the vehicle is missing.
- A registration plate is not securely affixed in an upright position.
- A registration plate is fitted to a movable or adjustable object designed to obscure the unique identifier.
- A registration plate is not a plate issued by Waka Kotahi NZ Transport Agency or its agents.
- An ordinary or official registration plate is not aluminium, embossed with:
- A silver/grey or white unique identifier on a black background, or
- A black unique identifier on a white reflective background
- A personalized plate is not aluminium, embossed with a:
- Black, blue or red unique identifier on a white reflective background, or
- Silver/grey or white unique identifier on a black background
- An ordinary registration plate does not have a security feature.
- The unique identifier on the front and rear registration plates are not the same.
- The unique identifier is obscured, faded, or not easily read in full.
10 The unique identifier is not visible at all times:
- In the case of the front plate, from the front of the motor vehicle, and
- In the case of the rear plate, from the rear of the motor vehicle, or
- during the hours of darkness when illuminated by a rear registration plate illumination lamp.
